Some people were not registered at all and couldn't vote. Some people were at the wrong polling location so he told them where to go. Some people said they were registered, but were not on the list, so he helped them cast provisional ballots. He also held the leases of 3 dogs so the owners could go inside. No shenanigans. Are there no provisional ballots in Wisconsin? Is the voting process in Ohio different somehow?
