Chirac: Global tax needed for AIDS

French President Jacques Chirac has resurrected his proposal for a global tax to help fight AIDS.

Calling it an “experimental” tax, Chirac proposed a levy on airline tickets, some fuels or financial transactions.

According to Chirac, the $6 billion annually now being spent to stem the spread of AIDS is not enough, saying $10 billion is needed.

Here is Chirac two years later trying to push his global tax again.

He wants to tax aviation and maritime fuel as well as capital movements in and out of countries that practice banking secrecy (meaning Swiss banks and others like them) – - and maybe a dollar on every airline ticket sold.

This is ridiculous. The United States is not going to be part of a global tax plan. The US gives billions of dollars a year to AIDS research and if France would just chip in as much as we do then Chirac’s goal would be easily met.

  3. If Chirac wants to raise taxes, he can do it on French exports and imports into France. We’ll see what that does to his economy.

You know, this is unrelated, but because you guys spent so much time, rightfully on the Beslan story in September, I think you should also address this: the kind of Russian political and moral corruption I bring up time and again about the disgusting war in Chechnya: Russian officials compliant in Beslan attack.

  6. Sandy- I asked a Russian friend of mine about this. She has not been in Moscow(home) for 10 years, but her parents and sister are there. She got the deer in the headlight look on her face when I broched the subject. She will not say anything out of fear. I can ask her anything I want about the countryside etc, but anything political or a subject such as this and she gets scared. I asked her feelings on Punin and nothing. She acted as if she had no idea he was in the KGB. It was just a culture shock to me.

    Russian corruption is shocking, true, peejz, and the populace acts like a populace living in a dictatorship. Russian coverage of the war in Chechnya has been ridiculously absent from reality. Russian security forces regularly kidnap Chechyns and either ransom or kill them depending on the abilities of those ransomed from. Russian soldiers have gone to war without training. This revelation is only the latest, but it sickens and surprises even me.

  8. 7- To say that I never really appreciated what I have is an understatement. She was telling me that you don’t talk bad about the government, especially on the phone. You disappear. Her husband thought it was funny to give her her phone messages. He told her that the KGB called for her and she almost had a nervous breakdown. She was scared for months that they would come here and kill her. Needless to say, the hubby doesn’t joke anymore.

    There is nothing temporary or experimental about this tax. As with Shiloh when I tell him to GFY, I tell Chirac, go tax your own country. Same difference really.
