The Iraqi parliament received the new draft constitution Sunday over the objections of Sunnis (search) on the committee that wrote it, but lawmakers adjourned without voting on it. The Sunni Arab speaker was not present.
Deputy speaker Hussain al-Shahristani (search), a Shiite, told reporters that speaker Hajim al-Hassani agreed with all parts of the draft but had “other appointments.”
Al-Hassani had been playing a major role in the final negotiations on the charter. Efforts to reach him and his spokesman were not successful.
Technically, no vote was required by parliament, al-Hassani said two days ago. At one time, officials wanted a vote as an affirmation of unity between the Shiites (search), Sunnis and Kurds, but that idea was shelved because of Sunni objections to the document and repeated delays in finalizing the draft.
U.S. Ambassador Zalmay Khalilzad said in a televised interview that while the Sunnis did not get everything they wanted in the constitution, neither did the other communities.
“None of the communities are 100 percent happy with the draft,” he said. “A constitution is not a party platform. It’s a common road map.”
I for one am happy that this is taking time. I see this as the leaders working together for the common good. I will be very disappointed if this does become a Islamic Republic though.
