When Hurricane Katrina hits New Orleans on Monday, it could turn one of America’s most charming cities into a vast cesspool tainted with toxic chemicals, human waste and even coffins released by floodwaters from the city’s legendary cemeteries.
Experts have warned for years that the levees and pumps that usually keep New Orleans dry have no chance against a direct hit by a Category 5 storm.
That’s exactly what Katrina was as it churned toward the city. With top winds of 160 mph and the power to lift sea level by as much as 28 feet above normal, the storm threatened an environmental disaster of biblical proportions, one that could leave more than 1 million people homeless.
“All indications are that this is absolutely worst-case scenario,” Ivor van Heerden, deputy director of the Louisiana State University Hurricane Center, said Sunday afternoon.
I listened to an interview with the Governor. She chose to make this a political interview and slammed GWB at every chance she got. She also denied the content of this story. Somehow it will be GWB’s fault if it does happen. But according to the engineers this system was set up to fail.

However, the commander in grief did cut funding that may have helped; certainly funding that would help future strikes if it wouldn’t have helped with Katrina. Surely, you also noted in my link that DHS placed a Cat 5 hurricane striking New Orleans right at the top of the list for catastrophic natural disasters. If funds aren’t forthcoming for the top item, what support does the administration show for any funding or any protection? What support do they show for DHS’ disaster mission at all (differentiated from the “terrorist” portion of their mission). It’s OK, say it, we all know the answer: None!

Well let’s look at a few things logically shall we? The fact that New Orleans was built as much as 28 ft below sea level is a problem for any coastal city. See Venice for an example. The levees were built to withstand a Category 3 hurricane. For 40 years the city was encouraged to increase their construction to category 4 or higher but the city chose to do nothing. A recent TV special (I think it was PBS since I caught parts of it more than once) flat out stated that if a large enough hurricane came through, it could cause the levees to rupture leaving parts of the city over 20 ft below water. Less than 12 hours before making landfall in the gulf states, Katrina had passed over land in Florida as a Category 1 hurricane which would’ve had virtually no effect on New Orleans. Once over the Gulf, Katrina began to pick up power and only 6 hours before landfall was first upgraded to a Category 5 and then downgraded to a Category 4 just before landfall. With the short amount of time between when it became a MAJOR storm and when it slammed into the LA coast, there wasn’t enough time to do much more than start trucks on their way with supplies and encourage people that hadn’t evacuated to quickly do so. As New Orleans hadn’t been hit with a storm of this magnitude in its 200+ year history, many residents simply refused to leave. Many of them paid for that mistake with their lives, and many more will yet do so. An event that hasn’t occurred in known history is seldom given high priority of occurring by any government, hence the funding issues.
My main concern at this point would be Vector (insect) borne illness. As the bodies of the dead become hosts to a myriad of flies and other insect larvae and the water stops flowing into or out of New Orleans, the Mosquito and biting fly populations will sky rocket thereby increasing the probability of an epidemic.
Another problem that MUST be quelled is the lawlessness in the streets. Martial law has been declared, and unfortunately that is the manner in which it may be necessary for the police to operate. The lawlessness is costing lives in that police and rescue personnel are not able to conduct Search and rescue operations due to having to quell violence from the looters.
No one is at fault for this storm doing the damage that it did. For 40 years the city had been told to shore up the levees and refused to do so. LA politics has a history of being rife with corruption. What’s to say that if they didn’t fix it with the money they were given, they would’ve done it with any additional funds? Over the last 40 years, they’ve had the money, they simply were more interested in shoveling it into the pockets of their political cronies for pet projects.
