On the heels of a report earlier this week that Atlanta area Katrina victims were using $2,000 debit cards to purchase luxury items like Louis Vuitton handbags, Houston police yesterday discovered the cards, provided by FEMA and the Red Cross, being used at local strip clubs.
The Houston Police Department just formed a task force to investigate the abuse of the cards, which were distributed to thousands of Katrina hurricane victims to provide for necessities, such as food, clothing and toiletries. On the first day, the police found the cards being used to buy beer while ogling exotic dancers.
There is a very good reson that welfare funds are distributed as they are. No alcohol or tobacco can be purchased with food stamps. Does this $2000 come out of their benefits? I should hope so.
Individuals who abuse the clear intent of these cards should be prosecuted to the extent the law allows. One also has to question the checks and balances placed on the cards. Were approvals required similar to those obtained when using any credit card?

1- The problem was, the powers that be rushed to get the relief to the people and the stores had no limitaions as to what they were allowed to sell and not sell. There were no restrictions placed in writing. It was “understood” that they were for necessesities. One mans necessessity is another mans waste. Some of the cards have been found to be obtained illegally. Those people are being prosecuted. But these cards were basically given out based on your welfare file and the amount was determined from there. So max was $2000, I believe. Some got less.
The intent was good, but the result was not.
