I saw a tv program about it on either PBS or ABC months ago. Too bad Ray Nagin, and Gov. Blanco weren't stuck on stupid the first time around. Apparently when W called Nagin and told him to evacuate the city, this time he listened. Who knows? Maybe Ray isn't as stuck on stupid as he acted earlier. The jury is still out on Blanco.
