It simply says that "Congress shall make no laws respecting the establishment of (a) religion or restricting the free exercise thereof." It DOES NOT state that no government may show religious symbols. They really do need to revoke the ACLU's ability to sue over this kind of nonsense and collect their legal fees from the defendant. That alone would cut down on the idiotic lawsuits. And people wonder why it's so important to appoint strict constructionists to the Supreme Court.
