House leaders abruptly canceled a vote to renew the 1965 Voting Rights Act yesterday after rank-and-file Republicans revolted over provisions that require bilingual ballots in many places and continued federal oversight of voting practices in Southern states.
Why do we need bi-lingual ballots? Up until 1975, this country had no such provision. California spends upwards of $3 million on bilingual assistance. Yet many jurisdictions have little idea whether these congressionally mandated materials are even necessary, much less used.
Section 5 of the act, requires specific jurisdictions to submit to the Department of Justice for pre-clearance any proposed changes in voting procedures, such as moving polling places or redrawing district boundaries. Many Southern states consistently changed their voting laws and procedures to keep blacks from voting. In 1965, for example, only about 6 percent of blacks in Mississippi were registered to vote, having been subjected to literacy tests, poll taxes, intimidation and even death threats to prevent them from voting. Yet only two years after Congress passed the act, some 60 percent of eligible black voters were registered. 40 years later, many of the very jurisdictions subject to the provisions of Section 5 are represented by black elected officials who clearly have no reason to try to change voting laws in order to discriminate against their fellow black citizens. It makes no sense to require jurisdictions that have long abandoned racial discrimination in voting to seek permission from Washington each time they want to move a polling place, extend voting hours or adopt more liberal registration procedures.
It was a good move to stop this!

Look at the increased numbers of citizens who speak two or more languages since `75…having it bi-lingual might help that person better understand the language on the ballot.

So up until 1975, we had a smarter group of immigrants going to the voting booth? All those Irish, Italians, Germans, French, Dutch, Spanish, Jananese, Chinese, Polish, Russians, Hungarians, etc..all could assimilate, yet in 1975, we somehow got a group that couldn’t assimilate? Rather odd considering the fact that in order to become a citizen, therefore an eligible voter, one needs to demonstrate a basic proficiency in English.

You can be a citizen and still not be able to understand the language on the ballet. Having some portions written in your native tongue might help make the voter better understand what they are voting on.
Here in SF, our ballots are in THREE languages.
It’s not a big deal to have them there, and if it helps some chinese or mexican immigrant understand the language on the ballot than thats a good thing. Right?
