San Fran, I’m not going to insult you. There’s no point to that. You are right, you have quoted a US intelligence report. What you have failed to take into consideration is the findings of a congressional hearing on the topic of proliferation that found that while the US intelligence report on the subject was correct in its assumptions of individual countries developing nuclear weapons on their own, it had failed to take into account the possibility for international cooperation such as sales. The congessional hearing also said that with the current instability in eastern Europe and Asia, it is readily conceivable that a rogue nation with nukes could sell them to another country. Let us also not forget that the former Soviet Union had thousands of Nuclear devices that have yet to be dismantled and with their economic conditions, the possibility of a few members of their military going rogue and selling off a couple of small nukes isn’t very far fetched.
