It is precedent that Police departments have NO requirement to protect any single citizen of this country. They are solely responsible for the general welfare. That means when you call 911 when the guy is banging in your front door, they have no responsibility to even respond to your call for help. That's the reason why the current President of the NRA became involved with firearms initially. She's an attorney who fresh out of law school heard someone pounding on her front door. She called police and yelled that she had called the police to the man trying to break in. Instead of running away, he started trying harder to break it down. He ran off a few minutes before the police arrived, but she decided that being a gun owner responsible for her own safety was better than being a victim. Too bad so many in this country are so ignorant of the failures of gun control and law enforcement to protect them.
