Conclusion
In response to your question concerning whether the $4.4 billion in funding
appropriated under the Immigration Security Account could be used to fund the processing
of Y or Z visas under Titles IV and VI of S. 1639, S. 1639 appears to require that the trigger
mechanisms be funded first. Receiving, processing, and adjudicating applications for the Zvisa authorized by Title VI of the Act is one of the trigger mechanisms outlined in Section
1; this means that funding from the Immigration Security Account could be used for this
purpose. Section 2(C) would allow DHS to expend any funds remaining after the trigger
mechanisms have been fully funded on certain activities, including the implementation of the
programs authorized in Titles IV and VI of the Act. Thus, it appears that funding for the Yvisa
(and other programs) authorized by Title IV of the Act could only be made available
through the Immigration Security Account once the trigger mechanisms had been met.However, S. 1639
does not explicitly stipulate whether the certification required by Section
1 would have to take place prior to funding being made available for the additional purposes
outlined in Section 2(C).

We can never go back to before…
When did we become a nation of cowards? When did we let our fears overwhelm us? I think we have. I think our fear is what is driving the right wing opposition to the current immigration bill. I think we are fearful for our jobs, our economy, our society and our culture.
I may not be right but I do not share that fear. I see great opportunity in tomorrow.

For all of those who think the illegal aliens are such wonderful additions to our company, I want them to try living in my neighborhood in south central Phoenix, or the Maryvale neighborhood. Despite there being shots fired at least once a month within earshot of my house, the nearest emergency room is 25 minutes away. WHY is it so far in a city the size of Phoenix? Because the nearest hospital, has closed its ER due to the overwhelming number of illegal aliens using it as a primary care clinic and then not paying their bills. We have every right to be afraid for our country. The illegals are not only NOT assimilating, they’re bringing their third world corrupt culture with them. Has any of the open border crowd looked at the stats on Illegal alien criminal activity? They represent 3-4 percent of the general population and over 20 percent of the prison population. That means their criminality rate is 6 times that of legal residents and US citizens. In a recent study of 5000 illegal alien prisoners, they averaged over 8 felony arrests EACH!!!. Illegal aliens are wanted for 80% of the murders in southern California. Numerous Illegal Aliens have been caught tending marijuana fields in national parks. One of these fields was multiple acres in size, had a sophisticated irrigation system, and the illegal aliens were armed with illegal fully automatic AK-47s. All of the left wing pro illegal alien crowd need to take a look at the environmental damage that the illegals do along the Arizona/Mexico border. They trash the desert and a number of lay up areas where they wait for trucks to come transport them throughout the country.
This bill was bad for a number of reasons. Here are a few:
It didn’t secure the border against incoming terrorists.
It allowed violent felons including child molesters free rein to roam the country
It did not provide adequate time to check backgrounds to prevent anyone from getting a z-1 visa and having free run of the country.
It allowed people who came here illegally to stay here indefinitely without having to pay as much of a fine as someone who ran a red light. (As long as they don’t seek to change from a Z-1 Visa to a green card, there was NO fine involved. They only had to pay a fine if they wanted to become a citizen. With the Z-1 Visa being renewable for life, exactly what was the incentive to change their status?)
It didn’t require anyone to be checked for communicable diseases. There are a variety of diseases that have been found coming across the border with the illegal alien populations.
All told, the system is broken. This bill was not the way to fix it. It was nothing more than an amnesty plus bonus plan that even went so far as to overturn the voter approved referendum in Arizona that denied IN state tuition to illegal aliens.
If illegal aliens who graduate from High School in the US want a low cost college education, they have a means to get it. All they have to do is enlist in any branch of the US military. As long as they serve 6 years honorably, they’ll get their education paid for, job training, a decent pay check with benefits and moved to the front of the line to get citizenship if they want it. If they aren’t willing to work to show their desire to become a US citizen, why should the US Taxpayer subsidize their education any more than they already have?
