Background info was posted here.  As of today, this is the status: “The Los Angeles Times did not publish the videotape because it was provided to us by a confidential source who did so on the condition that we not release it,” said the newspaper’s editor, Russ Stanton. “The Times keeps its promises to sources.”

Why would the source give the tape to the newspaper if it was never intended to be made public?

I guess Politico answered the question of why the tape isn’t being released:

“Responsible editors would be foolish not to ask themselves the bias question, especially in the closing days of an election.

But, having asked it, our sincere answer is that of the factors driving coverage of this election ” and making it less enjoyable for McCain to read his daily clip file than for Obama ” ideological favoritism ranks virtually nil:
