<blockquote><p>The longer that debate drags, the further Obama drops in the polls, which is why this move only makes sense if the White House sees weeks more futility in the health-care overhaul debate.  Even liberal commentators like the Seattle Times editorial board want Democrats to shelve ObamaCare and start paying attention to the fact that unemployment has spun out of control on their watch.  Deficits are even more wild, as Obama’s OMB Director Peter Orszag was forced to acknowledge when he admitted that he had underestimated deficits over the next ten years by 22%, or $2,200,000,000,000.</p>
<p>Unfortunately for Democrats in Congress, that move tosses them under a very big bus.  They wanted to close this debate as early as possible in order to allow anger over the unpopular measure to ebb in time for their re-election campaigns.  Under the new timing, Congress would have to consider ObamaCare and cap-and-trade in rapid succession, just in time for the summer and fundraising time.  Unlike last year, Democrats won’t be able to avoid appearing in public and being surrounded by Tea Party protests, and those two agenda items will provoke them to even more fury than last year.</p>
<p>The other term for “hard pivot” is “dithering.”  The more Obama dithers, the less likely ObamaCare becomes.</p></blockquote>

<blockquote><p>Intelligence agencies intercepted communications last year and earlier this year between Maj. Nidal Malik Hasan, who is accused of shooting to death 13 people at Fort Hood, Tex., and a radical cleric in Yemen known for his incendiary anti-American teachings. But federal authorities dropped an inquiry into the matter after deciding the messages warranted no further action, government officials said on Monday.</p>
<p>Maj. Hasan’s exchanges with Anwar al-Awlaki, once a spiritual leader at a mosque in suburban Virginia where Maj. Hasan worshipped, indicate that the troubled military psychiatrist came to the attention of the authorities long before long before last Thursday’s shooting rampage at Fort Hood, but left him in his post. It is not clear what was said in the exchanges, believed to be e-mail messages, and whether they would have offered a hint at the major’s outspoken views or his declining emotional state…</p>
<p>But federal officials briefed on the case said their decision to break off the investigation was reasonable based on the information about Maj. Hasan that was compiled at the time, which they said <strong>gave no indication he was likely to engage in violence</strong>.</p>
<p>The officials said the communications do not alter the prevailing theory that Maj. Hasan acted by himself, lashing out as a result of <strong>combination of factors</strong>, including his outspoken opposition to American policy in Iraq and Afghanistan and his deepening religious fervor as a Muslim.</p></blockquote>

<p>It is telling that so many people who claim to be speaking on the side of Truth, Justice, and the American Way of Journalism have consistently focused their outrage-o-meters at <a href="http://www.columbiatribune.com/news/2009/aug/18/unhealthy-silence/">individual townhall attendees</a>, <a href="http://www.latimes.com/news/opinion/la-oe-gabler23-2009aug23,0,4834705.story">political broadcast entertainers</a>, and the lesser lights of a <a href="http://www.time.com/time/printout/0,8816,1917525,00.html">lame</a> (if <a href="http://www.reason.com/blog/show/135889.html">resurgent-by-default</a>) opposition party, while letting walk nearly fact-check-free the non-irrelevant occupant of 1600 Pennsylvania Avenue. If calling out lies and misrepresentations about a significant policy proposal is such pressing journalistic business—and it should be!—you&#8217;d think the watchdogs might start with the guy doing the proposing.</p>
<p>The lies last night began in Obama&#8217;s opening paragraph. &#8220;When I spoke here last winter,&#8221; he began, &#8220;credit was frozen. And our financial system was on the verge of collapse.&#8221; In fact, Obama spoke on Feb. 24, at least six weeks after credit markets <a href="http://www.foxbusiness.com/story/markets/credit-markets-begin-thaw/">began to thaw</a>, and one week after he <a href="http://www.nytimes.com/2009/02/17/world/americas/17iht-18webstim.20260581.html">proclaimed</a> that the passage of his $787 billion stimulus marked &#8220;the beginning of the end, the beginning of what we need to do to create jobs for Americans.&#8221; Obama&#8217;s <a href="http://www.cbsnews.com/stories/2009/02/24/politics/main4826494.shtml">speech</a> that day wasn&#8217;t about staving off a collapse, it was about cleaning up the mess and tackling long-ignored issues. Such as health care.</p>
<p>It&#8217;s never encouraging when a politician who desperately needs to convince skeptical Americans of his fiscal sobriety starts off by slurring his words. As you might then infer, Obama was just warming up. &#8220;Insurance companies,&#8221; the president announced, &#8220;will be required to cover, with no extra charge, routine checkups and preventive care, like mammograms and colonoscopies,&#8221; in part because such prevention &#8220;saves money.&#8221; Looks like someone forgot to tell the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/08/31/AR2009083103854.html">Congressional Budget Office</a>, or other <a href="http://www.reason.com/blog/show/135800.html">non-White House sources</a> that have analyzed the cost-benefit of prevention.</p>
<p>Again and again last night, the president&#8217;s numbers didn&#8217;t add up. &#8220;There may be those—particularly the young and healthy—who still want to take the risk and go without coverage,&#8221; he warned, in a passage defending compulsory insurance. &#8220;The problem is, such irresponsible behavior costs all the rest of us money. If there are affordable options and people still don&#8217;t sign up for health insurance, it means we pay for those people&#8217;s expensive emergency room visits.&#8221; No, it means that, <em>on balance</em>, the healthy young don&#8217;t pay for the unhealthy old. The whole point of forcing vigorous youth to buy insurance is using their cash and good actuarials to bring down the costs of covering the less fortunate.</p>
<p>Such fudges reveal a politician who, for whatever reason, feels like he can&#8217;t be honest about the real-world costs of expanding health care. &#8220;Add it all up, and the plan I&#8217;m proposing will cost around $900 billion over ten years,&#8221; he said, trying hard to sound like those numbers weren&#8217;t pulled out of Joe Biden&#8217;s pants, and won&#8217;t be dwarfed by <a href="http://www.reason.com/blog/show/135672.html">actual costs</a> within a year or two. &#8220;We&#8217;ve estimated that most of this plan can be paid for by finding savings within the existing health care system–a system that is currently full of waste and abuse,&#8221; he said, making him at least the eighth consecutive president to vaguely promise cutting Medicare &#8220;waste&#8221; (a promise, it should be added, that could theoretically be fulfilled <em>without</em> drastically overhauling the health care system). Any government-run &#8220;public option,&#8221; he claimed, somehow &#8220;won&#8217;t be&#8221; subsidized by taxpayers, but instead would &#8220;be self-sufficient and rely on the premiums it collects.&#8221;</p>
<p>And in a critical, tic-riddled passage that many of even his most ardent supporters probably don&#8217;t believe, Obama said: &#8220;Here&#8217;s what you need to know. First, I will not sign a plan that adds one dime to our deficits–either now or in the future. Period.&#8221; In case you couldn&#8217;t quite read his lips, the president repeated the line for emphasis. Then: &#8220;And to prove that I&#8217;m serious, there will be a provision in this plan that requires us to come forward with more spending cuts if the savings we promised don&#8217;t materialize.&#8221;</p>
<p>If that &#8220;one dime&#8221; formulation sounds familiar, that&#8217;s because Obama made—then almost immediately <a href="http://www.reason.com/news/show/132541.html">broke</a>—the same promise regarding taxes on Americans earning less than $250,000 a year. Surely the no-new-deficits pledge is headed for the campaign dustbin faster even then that &#8220;<a href="http://www.reason.com/blog/show/135179.html">net spending cut</a>&#8221; we&#8217;ll never see.</p>
<p>Such bending of the truth-curve matters, I daresay even more than the pressing issue of Marc Ambinder&#8217;s &#8220;<a href="http://politics.theatlantic.com/2009/09/media_challenge_will_they_take_the_palin_bait.php">umpiric objections</a>&#8221; to having the media take a former Republican vice presidential candidate seriously as a health policy commentator. Aside from the disturbing—if-predictable aspect of a commander in chief falling far short of telling the whole truth, there are practical impacts of presidential prevarications that should worry even those <a href="http://www.nytimes.com/2009/09/09/opinion/09friedman.html">who&#8217;d rather live in China</a> than in an America without universal coverage.</p>
<p>As the reform supporter and professional skeptic Mickey Kaus <a href="http://www.slate.com/blogs/blogs/kausfiles/archive/2009/09/08/obama-speech-the-outside-game-is-the-game-that-matters.aspx">noted</a> before the speech, &#8220;Obama doesn&#8217;t need to get &#8216;Republicans on board.&#8217; He doesn&#8217;t need to get Blue Dog Democrats on board. He needs to get <em>voters</em> on board.&#8221; And if there&#8217;s any tactic less effective at wooing skeptics than number-fudging insincerity, it&#8217;s number-fudging insincerity coupled with attacks on the veracity, motivation, and worldview of the skeptics themselves.</p>
<p>Again last night, Obama invoked the <a href="http://reason.com/blog/show/135963.html">boogeyman</a> of &#8220;special interests&#8221; who &#8220;lie&#8221; in order &#8220;to keep things exactly the way they are,&#8221; despite the fact that the special interests in this case are <a href="http://www.washingtonexaminer.com/politics/Obama-shadow-boxes-with-_enemies_-of-health-plan-8213318-57814147.html">lining up to support the president</a>, and that the critics of his plan tend to <a href="http://reason.com/blog/show/135930.html">bemoan</a>, not defend, the status quo. Opponents of his plan, he said, were &#8220;ideological&#8221;; Ted Kennedy&#8217;s support for health care reform, meanwhile, &#8220;was born not of some rigid ideology, but of his own experience.&#8221; Obama said his door was &#8220;always open&#8221; to those bringing &#8220;a serious set of proposals,&#8221; and he slammed that door shut on any attempts to break the almost universally unloved link between employment and insurance. He yearned to &#8220;replace acrimony with civility,&#8221; then got Democrats stomping on their feet with attacks against the Iraq War and &#8220;tax breaks for the wealthy.&#8221; The center of the debate, as always, was wherever he chose to stand.</p>
<p>And above all else, Obama chose to shadowbox against the more extreme claims of the Sarah Palins of the world, rather than engage the most serious of the skeptics&#8217; arguments. No, the administration doesn&#8217;t &#8220;plan to set up panels of bureaucrats with the power to kill off senior citizens,&#8221; but what about the possibility of <a href="http://www.reason.com/news/show/135549.html">government cost-cutters frowning upon expensive hip replacement surgeries for the chronically old</a>? No, the proposal doesn&#8217;t amount to a complete &#8220;government takeover&#8221; of health care, but it does continue to expand the government&#8217;s role (and, promises aside, expenses) in ways that make a deficit-whiplashed nation nervous. No, &#8220;no one would be forced to choose&#8221; a public option, but what about the <a href="http://www.reason.com/news/show/134423.html">argument</a> that incentives would <em>eventually</em> push Americans from private insurance to the public plan?</p>
<p>The result of this challenge-dodging counterpunch was a speech that <a href="http://www.politicsdaily.com/2009/09/10/obama-speech-reaction-upbeat-but-short-of-closing-the-sale/">pleased Keith Olbermann and Rachel Maddow</a>, but I doubt will sway the many Americans who are both on the fence and off Sarah Palin&#8217;s e-mail list.</p>
<p>There was one line in the speech last night that pointed to an <a href="http://www.reason.com/news/show/135081.html">alternative, more promising future</a>: &#8220;My guiding principle,&#8221; Obama said, &#8220;is, and always has been, that consumers do better when there is choice and competition.&#8221; Unfortunately, the president evinces zero understanding of how increased regulation can <em>reduce</em> consumer choice, even or especially when the government joins the competition. And even if he did see the connection, we&#8217;d have good reason to suspect that he wouldn&#8217;t talk about it openly with the American people. That, ultimately, worries me more than a senior citizen who wants to keep the government out of Medicare.</p></blockquote>

<blockquote><p><em><strong>Associate Attorney General Thomas J. Perrelli, the No. 3 official in the Obama Justice Department</strong></em>, was consulted and ultimately <em><strong>approved a decision in May to reverse course and drop a civil complaint accusing three members of the New Black Panther Party of intimidating voters in Philadelphia </strong></em>during November’s election, according to interviews.</p>
<p><em><strong>The department’s career lawyers in the Voting Section of the Civil Rights Division who pursued the complaint for five months had recommended that Justice seek sanctions against the party and three of its members after the government had already won a default judgment in federal court against the men.</strong></em></p>
<p>Front-line lawyers were in the final stages of completing that work when they were<strong><em> unexpectedly told</em></strong> by their superiors in late April to seek a delay after a meeting between political appointees and career supervisors, according to federal records and interviews.</p>
<p><em><strong>The delay was ordered by then-acting Assistant Attorney General Loretta King</strong></em> after she discussed with Mr. Perrelli concerns about the case during one of their regular review meetings, according to the interviews.</p>
<p><em><strong>Ms. King, a career senior executive service official, had been named by President Obama in January to temporarily fill the vacant political position of assistant attorney general for civil rights while a permanent choice could be made.</strong></em></p></blockquote>

<blockquote><p>The firing of Gerald Walpin as Inspector General was not an isolated incident, as the <a href="http://www.chicagotribune.com/news/nationworld/chi-tc-nw-inspectors-0617-0618jun18,0,5718990.story">Chicago Tribune</a> reports today.  Two more IGs have been dismissed in the past two weeks, and Senator Charles Grassley has started demanding answers.  <strong>The sudden push to rid the government of independent watchdogs appears to coincide with Barack Obama’s plans to use government spending to get control over more aspects of American life, such as with stimulus spending, the financial sector, and volunteer organizations</strong></p></blockquote>
<p>Via <a href="http://www.riehlworldview.com/carnivorous_conservative/2009/06/not-just-walpin-3-ig-firings-being-questioned.html">Dan Riehl</a>:</p>
<blockquote><p>He was appointed with fanfare as the public watchdog over the government’s multi-billion dollar bailout of the nation’s financial system. But now Neil Barofsky is embroiled in a dispute with the Obama administration that delayed one recent inquiry and sparked questions about his ability to freely investigate.</p>
<p>The disagreement stems from a claim by the Treasury Department that Barofsky is not entirely independent of the agency he is assigned to examine — a claim that has prompted a stern letter from a Republican senator warning that agency officials are encroaching on the integrity of an office created to protect taxpayers. …</p>
<p>The dispute comes as Grassley, ranking Republican on the Senate Finance Committee, is looking into the abrupt firings within the last week of two other inspectors general ¿ one of whom was fired by the White House and the other by the chair of the International Trade Commission.</p>
<p>Both inspectors general had investigated sensitive subjects at the time of their firings.</p>
<p>Grassley is now concerned about whether a pattern is emerging in which the independence of the government’s top watchdogs — whose jobs were authorized by Congress to look out for waste, fraud and abuse — is being put at risk.</p></blockquote>

We now have the White House in full Chicago thug mode — maligning fired AmeriCorps inspector general Gerald Walpin as <a href="http://www.foxnews.com/politics/2009/06/16/obama-accuses-fired-inspector-general-americorps-confused-disoriented/">“confused”</a> and “<a href="http://blogs.abcnews.com/politicalpunch/2009/06/white-house-plays-hardball-says-fired-ig-walpin-was-confused-disoriented-engaged-in-inappropriate-co.html">disoriented</a>.” Yep, that was the response after <a href="http://blogs.abcnews.com/politicalpunch/2009/06/key-obama-ally-says-president-obama-did-not-follow-the-law-in-ig-firing.html">Democrat Sen. Claire McCaskill </a>weighed in and pronounced herself unsatistifed with Obama’s “loss of confidence” rationale.</p>
<p>Implying that Walpin has lost his marbles is desperate and lame. Walpin has been consistenly lucid and laser-sharp in every TV and radio interview I’ve seen or heard — including on the <a href="http://michellemalkin.com/2009/06/17/obamas-americrooks-and-cronies-scandal/%3Cbr%20/%3Ehttps://www.lauraingraham.com/pg/jsp/charts/streamingAudioMaster.jsp?dispid=%3Cbr%20/%3E302&amp;headerDest=L3BnL2pzcC9tZWRpYS9mbGFzaHdlbGNvbWUuanNwP3BpZD03MjA5JnBsYXlsa%3Cbr%20/%3EXN0PXRydWUmY2hhcnR0eXBlPWNoYXJ0JmNoYXJ0SUQ9MzAyJnBsYXlsaXN0U2l6ZT0xMA==">Laura Ingraham show</a> yesterday, where he noted that evidence in the Sacramento mayor/NBA star/Obama crony Kevin Johnson case was destroyed.</p>
<p>Far from being “confused” and “disoriented,” Walpin is clear as day. Anyone who actually reads through his audits and investigative reports knows that. You can, should, and must read Walpin’s reports both on CUNY funding abuse and on the Johnson scandal <a href="http://www.cncsig.gov/News.html">here</a>.</p>
<p>I also continue to hammer at the Michelle Obama angle. Her vested interest in propping up the government-subsidized volunteer industry stretches back to her days leading the <a href="http://www.publicallies.org/site/c.liKUL3PNLvF/b.3960231/">Chicago non-profit Public Allies </a>(scroll down to the end of my column for what the AmeriCorps’ inspector general found while investigating money troubles at Mrs. O’s old friends at Public Allies). And we can’t forget her days working to promote national service — and to set up <a href="http://chronicle.uchicago.edu/971106/justice.shtml">cozy public chat forums with her husband and Weather Underground Bill Ayers</a> — while at the University of Chicago.</p>
<p>Last week, I said this reeked of the Clintons’ <a href="http://michellemalkin.com/2009/06/12/obamas-americorps-scandal-and-the-first-ladys-meddling/">Travelgate</a>. It’s much, much <a href="http://spectator.org/blog/2009/06/16/this-makes-travelgate-look-tam">worse</a>.</p></blockquote>

<blockquote><p><em>Walpin&#8217;s audit [<a href="http://www.cncsig.gov/PDF/AuditReports/fy09/09-11.pdf">pdf</a>] found that the program could not prove it was doing criminal background checks, had taken more money than it was due, didn&#8217;t follow certain Americorps rules, failed to regularly file required forms, and did some sloppy record-keeping.</em></p>
<p><strong><em>In all, Walpin questioned awards to the program of $16.1 million and $773,000, mostly on administrative grounds. He also says the government should stop the program and recover $75 million spent over the past six years.</em></strong></p>
<p>CUNY pledged to make changes, according to the audit, but didn&#8217;t go all the way. It also refused to return any money, and defended its policy of accepting background checks supplied by the city Department of Education. The Corporation for National and Community Service — the official name of the agency Walpin oversees — refused to ask for any of the money back from CUNY.</p>
<p>In a letter [<a href="http://www.cncsig.gov/PDF/AuditReports/fy09/09-11A.pdf">pdf</a>] to CUNY president Matthew Goldstein, Walpin in essence says that the money CUNY gets from Americorps is redundant. Basically, CUNY doesn&#8217;t need it:</p>
<p>&#8220;The program doesn&#8217;t work because it adds no service to the community which is not already provided by the Fellows program,&#8221; Walpin writes. &#8220;Therefore, taxpayers are not getting their money&#8217;s worth. The [government] could accomplish its goals more effectively if the funds for these grants were used . . . in communities where the need exists.&#8221;</p></blockquote>

<p>Initially, the White House called Walpin and told him he had an hour to resign or get fired, as <a href="http://www.washingtonexaminer.com/opinion/blogs/beltway-confidential/Whats-behind-Obamas-sudden-firing-of-the-AmeriCorps-inspector-general-47877797.html">Byron York</a> reported.  Senator Charles Grassley shot back a warning to the White House last night</p></blockquote>

<blockquote><p>First Lady Michelle Obama’s chief of staff, Jackie Norris, is being sent to the Corporation for National and Community Service (CNCS) in what is both a White House shake-up and an indication of the first lady’s sway over the corporation that oversees AmeriCorps, Serve and Learn and the Senior Corps.</p>
<p>Observers believe Norris, whom Obama came to know early in the Iowa caucus campaign, was forced out of the White House so that long-time Obama friend Susan Sher could take over. But those same observers see her appointment as senior adviser to the corporation as an overall win for CNCS, believing that Norris still will have a straight line to the White House.</p>
<p>CNCS remains without a CEO after the withdrawal last month of Nike vice president Maria Eitel, even before her nomination went to the Senate. Although the corporation’s CEO must be nominated by the president and confirmed by the Senate, Michelle Obama reportedly has taken the lead in selecting the nominee.</p></blockquote>
<p>And in <a href="http://www.youthtoday.org/publication/article.cfm?article_id=2949">Youth Today</a>, a hint of what may really have triggered the IG’s termination:</p>
<blockquote><p>The inspector general (IG) of the Corporation for National and Community Service is being removed by President Barack Obama, a week after the IG questioned the eligibility of the largest and most expensive AmeriCorps program, and while the IG was contesting the “propriety” of a settlement made with a mayor for alleged misuse of AmeriCorps funds.</p>
<p>…<strong>Funding for the largest AmeriCorps program &#8211; the Teaching Fellows Program, run by the Research Foundation of the City University of New York &#8211; is in abeyance pending resolution of widespread problems identified in a recent audit. Although Walpin recommended that funding be curtailed and that previous funds (perhaps as much as $75 million) be repaid to the corporation, the corporation has said it will take no action on that matter.</strong><br />
<strong></strong></p>
<p><strong>Walpin concluded that nothing was being gained by the grants to CUNY and that the money was simply being used to subsidize an existing and funded program.</strong></p></blockquote>
